U-verse TV Equipment

AT&T recently completed an upgrade to their utility box and left rolls of wire, wires hanging from utility poles, dilapidated utility box. Inquiring on how to get this matter resolved and cleaned up.

I currently have AT&T U-Verse and AT&T internet. I'm planning to switch to XFinity for internet service. Does U-Verse require AT&T internet for any of its features or will my TV experience be unchanged?

For the last week or so I have been getting a blue screen on the "Live TV" source only. I am able to stream video using my AT&T internet on my Samsung TV. I have tried rebooting, but it still persists. I really would like a human to guide me through the fix. Any suggestions?

I followed the procedure described in this (or a related) forum and shut down all items from the box through to the gateway, the booted them back up in the reverse order. It did not fix the problem. I assume I need a new box. How do I go about that?
