AT&T sold off 30% of DTV and the new partner is moving billing and the website to them and there are problems.

Website migration from AT&T to new co-owner. In the meantime, you would need to call DirecTV. Just remember that Promise to Pay and a Payment Arrangement are two very different things.

Promise to Pay only stops past due notices as you are acknowledging the situation. It does not stop any consequences.

Payment Arrangment is when you are past due. This allows you to push back the service interuption date a bit further. Keep in mind, that this does not stop late fees or push back when the next bill is owed. Just keeps your service on a bit longer while you are catching up.
